Project-Based Section 8 Housing
Subsidized Housing
Rent is based on a percentage of the tenant’s income (usually 30%), and the subsidy is tied to the specific unit—not the tenant. Tenants must meet income and eligibility requirements.
Units are rent subsidized by Home Forward, with tenants generally paying approximately 30% of their income toward rent. Interested applicants should submit a pre-application when the waitlist is open and maintain their current mailing address with the Housing Office.

Fair Market Housing
Unsubsidized / Affordable Market-Rate
These units are priced at or below local fair market rent, but do not include direct rental subsidies. They’re more affordable than typical market-rate units, but tenants pay the full rent out of pocket.
These unit are NOT rent subsidized in any way and tenants are responsible for paying the full monthly rent amount on-time. Applicants may bring their own rent subsidy with them for consideration. Interested applicants generally must be able to demonstrate income to cover 1.5 times the monthly rent amount (for example, if rent is $600, CCC must verify that applicant earns at least $900 in monthly income, has ongoing subsidy commitment for at least the length of initial lease to cover rent).

FAN Program (Family ADFC Network) Housing
Subsidized / Program-Based Housing
Typically offers deeply affordable rent, often supported by specific contracts or partnerships. At CCC, FAN housing is usually tied to supportive services and may prioritize certain populations (e.g. people exiting homelessness or recovery).
These units participate in the FAN program. Interested applicants will need to meet the following eligibility requirements:
Has minimum 60 days of verifiable sobriety.
Has or is anticipated to graduate from residential treatment or outpatient applicant engaging in verifiable ongoing program of recover.
Family must be homeless at time of application or intake.
Must have documentation that applicant will have at least one child in physical custody upon securing housing. Single household applicants that apply and do not meet these criteria will be denied.

ADFC (Alcohol- and Drug-Free Community)
Housing that requires residents to maintain sobriety and supports a recovery-focused lifestyle. These communities are designed to provide a safe, stable environment for individuals committed to living alcohol- and drug-free.
When applying for ADFC housing, at least one household member must:
Have a minimum of 90 days of verifiable sobriety, and
Have on-going and verifiable participation in a recognized recovery program for chemical dependency or alcoholism.
Accepted programs include, but are not limited to: 12-step recovery programs, faith-based recovery programs, and methadone or suboxone treatment programs accompanied by appropriate case-management or counseling.
When a unit is available and the waitlist applicant is contacted, they will be required to provide a urine sample for analysis. Applicants with positive results for illegal drugs or alcohol will be denied. “Illegal drug use” includes the use of marijuana due to presence of federal funding and will result in denial.

Criminal/Background Screening Fees
Most applicants are required to pay a $20 fee for the criminal/background screening, except for those applying to Project-Based Section 8 properties. Applicants to Project-Based Section 8 properties are not charged for their screening report.
Screening reports are processed through either Pacific Screening or Background Investigations.
