The Project-based Section 8 (rent subsidized) 1 bedroom waitlist will open Tuesday 4/12/2022 8:00am PDT and will close after 50 pre-applications are received.

Hill Park Apartments is a three-story apartment building  in the South Portland Lair Hill neighborhood and conveniently located near transit and services. Hill Park consists of both studio and one-bedroom apartments, some of which are subsidized through project-based Section 8.

Pre-Applying to the Hill Park Apartments Fair Market Waitlist maroon arrow pointing right

  • Applicants must submit the Hill Park Pre-Application Form in order to be considered for the Hill Park Apartments  fair market waiting list.  We only accept pre-application forms that are complete and signed.  Please note this pre-application is not for the rent subsidized Section 8 units at Hill Park.
  • Applicants must initial on the Pre-Application Form that they have read and understand the Hill Park Apartments Fair Market Building Criteria.
  • The optional Hill Park Apartments Program Referral Form is for applicants that can demonstrate completion or pending graduation from a supportive transitional program or the CCC Employment Access Center (EAC).  When accepted, the form grants preference on the waiting list. The form must be completed and signed by the program.

You have two options for submitting your pre-application form:

  • Email.  Send your completed and signed Pre-Application Form to: ipl@ccconcern.org.
  • In-person.  Bring your completed and signed Pre-Application Form to the CCC Housing Office at 523 NW Everett St., Portland, OR 97209.  Pre-Application intake will be held outside, following social distancing protocols.

Note: Due to the ongoing pandemic, we strongly encourage applicants to submit pre-application forms by email to ipl@ccconcern.org.  CCC will not accept faxed applications at this time. All pre-applications received the day of waiting list opening will be randomized for placement on the waiting list.  All pre-applications received after the first day of waiting list openings will then be taken in order.

  • Pets are not allowed at the Hill Park Apartments.  Applicants/Tenants may request service or assistance animals as a reasonable accommodation when necessary to support a verified disability. All requests are subject to management approval.

Eligibility and screening

  • A security deposit is not required at the Hill Park Apartments.
  • For more information on screening requirements, refer to the Hill Park Tenant Selection Plan and Building Criteria.

Units at the Hill Park Apartments are income and rent restricted based on a percentage of Median Family Income (%MFI) for Multnomah County.
