Interstate Crossing is a three-story alcohol- and drug-free community located in the Arbor Lodge neighborhood of North Portland, consisting of two-bedroom units. All units have project-based Section 8 rent subsidy, with tenants paying a portion of their income toward rent.

Central City Concern is accepting pre-applications for units with project-based Section 8 subsidy at Interstate Crossing.  To be considered for the waiting list, submit your completed and signed Interstate Crossing Section 8 Pre-Application either in-person or by email as follows:

  • Email.  Send you completed and signed pre-application to
  • In-person. Bring your completed and signed pre-application materials to the CCC Housing Office at 523 NW Everett St., Portland, OR  97209.  Application intake will be held outside, following physical distancing protocols.
  • Applicants may receive preference on the waiting list if referred by a Family ADFC Network (FAN) partner organization.  Each organization on the list will have the forms necessary to confer preference on the waitlist and will refer pre-applicants as needed.
  • Interstate Crossing Tenant Selection Plan Interstate TSP.
  • All pre-applications received the first day of opening will be randomized for placement on the respective waiting list. The waiting list will remain open until we receive 100 pre-applications.

Eligibility and screening

  • A security deposit is not required at Interstate Crossing.
  • The building is an alcohol- and drug-free community).

Units at Interstate Crossing are income and rent restricted based on a percentage of Median Family Income (%MFI) for Multnomah County.
