The Fair market SRO/Studio (No rental Subsidy) waitlist closed on Monday 4/24/23 at 7:05 AM PDT. 

Starlight is a new development anticipated to open December 2022, combining deeply affordable housing with commercial space, located in the heart of Old Town Portland. The building will offer a mix of studio and single room occupancy homes. Seventy Single Room Occupancy (SRO) units will be restricted to extremely low-income households and have project-based Section 8 rent subsidy attached. The remaining 28 studios and 2 SRO units will be rent restricted units with no rental subsidy attached, available to very low and extremely low-income households.

The Fair Market SRO/Studio (No rental Subsidy) will open on Friday, April 21st, 2023 at 8:00 AM PDT. The Fair market SRO/Studio (No rental Subsidy) waitlist closed on Monday 4/24/23 at 7:05 AM PDT.

We’re now accepting pre-applications for Section 8 project-based subsidy units. The Pre-application is completed by the applicant, the Eligibility Screening is completed by an agency that can attest to the information in that document.  Both documents must be submitted together in order to be placed on the waitlist, no exceptions.

Please note that Starlight Section 8 SRO units have a preference for applicant referrals who come through the CA system.  Applicants that are referred directly to Starlight and do not come through CA are essentially in backup status should a referral  from CA not be available.  More information can be found in the Starlight PSH Section 8 Tenant Selection Plan. We will start accepting Fair Market pre-applications on 11/22/2022. More information about screening and eligibility can be found in the Fair Market Building Criteria.

Central City Concern Housing is opening the Starlight  fair market (no rent subsidy) SRO/Studio waitlist on Friday, April 21st, 2023 at 8:00am PDT.  Please read below how to submit a pre-application. The Fair market SRO/Studio (No rental Subsidy) waitlist closed on Monday 4/24/23 at 7:05 AM PDT.

The studio waitlist will close once 50 pre-applications are received.  All accepted pre-applications received on the day of waitlist opening will be randomized for placement on the waitlist. Pre-applications received after the day of waitlist opening will then be placed on the waitlist in order received.

The Starlight has a preference for applicants who are referred to CCC through Coordinated Access.  Applicants that would like to apply directly to Starlight do not have a preference, and will be essentially considered backup should a referral not be forthcoming.  There are two options for submitting your Section 8 pre-application materials:

Pets are not allowed at Starlight.  Applicants/Tenants may request service or assistance animals as a reasonable accommodation when necessary to support a verified disability. All requests are subject to management approval. 

Eligibility and screening

  • A security deposit is not required at the Starlight.

Units at Starlight are income and rent restricted based on a percentage of Median Family Income (%MFI) for Multnomah County. Households must earn annual income below the corresponding %MFI to be eligible for the unit.
