It houses several CCC programs and offers a mix of fair market-rate single-room occupancy and studio units, as well as program-based single-room occupancy units. The fair market units are rent-restricted but do not receive rent subsidies.

How to Apply

If the waitlist is open, start by reviewing the Building Criteria. Then, submit your completed and signed ADFC Recovery Verification/Sobriety Referral and ADFC Fair Market Housing Pre-Application in one of the following ways:

  • In-person: Drop off at the CCC Housing Office, 523 NW Everett St., Portland, OR 97209.

Eligibility and Screening

  • A security deposit is not required at the Estate Hotel.
  • The building is an alcohol- and drug-free community. 
  • For more information on screening requirements, refer to the Estate Hotel Building Criteria.

Units at the Estate Hotel are income and rent restricted based on a percentage of Median Family Income (%MFI) for Multnomah County. Households must earn annual income below the corresponding %MFI to be eligible for the unit. Click here for information to help you determine the maximum income limit.
