The Project-Based Section 8 SRO waiting list is open as of Wednesday, May 25th, 2022 at 8:00am PDT.  Applications for fair market (non-subsidized) units taken on continual basis.

The Biltmore Hotel is a three-story apartment building located in the Old Town neighborhood of downtown Portland. All units are single-room occupancy with shared bathroom facilities. Most units are rent subsidized through project-based Section 8, with residents paying a portion of the rent.

We’re now accepting pre-applications for non-subsidized units. To be considered for the waitlist, submit your completed and signed Interested Parties Pre-Application to IPL@ccconcern.org.

Starting 8:00am PDT on Wednesday May 25th, 2022 CCC will be accepting pre-applications for Section 8 project-based subsidy Single-Room Occupancy (shared bathroom) units.  To be considered for the waitlist, submit your complete and signed Biltmore Section 8 SRO Pre-Application to cccsec8wait@ccconcern.org once the waitlist is open.  Please review the Biltmore Tenant Selection Plan and see below for required and optional pre-application materials.  The Section 8 waitlist will close with at least two weeks notice on this webpage.

You have two options for submitting your pre-application materials:

  • Email. Send your completed and signed pre-application materials to IPL@ccconcern.org.
  • In-person. Bring your completed and signed pre-application materials to the CCC Housing Office at 523 NW Everett St., Portland OR, 97209. Application intake will be held outside, following physical distancing protocols. 

Note: Due to the ongoing pandemic, we strongly encourage applicants to submit pre-application forms by email. CCC will not accept faxed applications or those submitted directly at the Biltmore Hotel.

You have two options for submitting your Section 8 SRO pre-application materials once the waiting list is open on 5/25/22 8:00am:

  • Email. Send you completed and signed pre-application materials to cccsec8wait@ccconcern.org
  • In person. Bring your completed and signed pre-application materials to the CCC Housing Office at 523 NW Everett St., Portland, OR 97209.  Application intake will be held outside, following distancing protocols.
  • Applicants may receive preference on the waitlist by submitting a Partner Agency Referral from an organization currently on the Partner Agency List.

Pets are not allowed at the Biltmore Hotel.  Applicants/Tenants may request service or assistance animals as a reasonable accommodation when necessary to support a verified disability. All requests are subject to management approval.

Eligibility and screening

  • A security deposit is not required at the Biltmore.
  • For more information on screening requirements, refer to the Biltmore Tenant Selection Plan and Building Criteria.

Units at the Biltmore are income and rent restricted based on a percentage of Median Family Income (%MFI) for Multnomah County. Households must earn annual income below the corresponding %MFI to be eligible for the unit. Click here for information to help you determine the maximum income limit.
