Blackburn Center Apartments is a six-story apartment building located in the Hazelwood neighborhood of SE Portland, consisting of 90 single-room occupancy units and 34 studio units.  The Blackburn Center combines an on-site health care clinic with housing and is conveniently located along the MAX line.

If you are interested in rent restricted units without subsidy at the Blackburn Building, submit the Fair Market Pre-application Blackburn FM Waitlist Pre-app  following the instructions in the next section on how to submit Pre-application.

Applicants currently working with a program listed on the  Partner Agency may submit a  Partner Agency Referral Form once completed and signed by the program. Submittal of Partner Agency Referral form is optional, but provides an applicant preference of the waiting list.

Email. Send your completed and signed pre-application materials to cccsec8wait@ccconcern.org  for the Fair Market units.

In-person. Bring your completed and signed pre-application materials to the CCC Housing Office at 523 NW Everett St., Portland OR, 97209.

Note. CCC strongly encourages applicants to submit pre-application forms by email so there is a electronic record and we can provide a receipt. CCC will not accept faxed applications or those submitted directly at the Blackburn Building.

  • Pets are not allowed at the Blackburn Center Apartments.  Applicants/Tenants may request service or assistance animals as a reasonable accommodation when necessary to support a verified disability. All requests are subject to management approval.

Eligibility and screening

  • A security deposit is not required at the Blackburn Center.
  • 34 studios and 80 single-room occupancy units are targeted to those recovering from substance use disorder.

Units at the Blackburn Center are income and rent restricted based on a percentage of Median Family Income (%MFI) for Multnomah County. Households must earn annual income below the corresponding %MFI to be eligible for the unit. Click here for information to help you determine the maximum income limit.
