Behavioral Health Talent Academy
In 2024, CCC launched the Behavioral Health Talent Academy (BHTA), a training program for CCC employees, designed to develop talent focused on behavioral health career development to meet the growing demand for mental health and substance use disorder services.
The goal of the BHTA is to empower our employees by providing a rich learning experience, credentialing pathways, and the confidence to deliver essential health care to our community. A significant portion of CCC staff have lived experience, making them excellent candidates to provide ongoing care for people in our community. We envision a thriving community where everyone has access to holistic care and a workplace where staff feel valued, supported, and inspired to grow.

Oregon’s Behavioral Health Workforce Crisis
Oregon is facing a critical shortage in its behavioral health workforce, which is exacerbating an already dire situation. Key issues include:
- Behavioral health in Oregon is critically underfunded, resulting in one of the worst access rates in the nation.
- A 2022 analysis revealed a shortage of 35,000 behavioral health professionals statewide.
- The pandemic contributed to workforce instability, with many workers leaving for better pay and employment environments.
- A lack of diversity among behavioral health professionals limits access to culturally specific care.
- Increasingly available deadly drugs and a high prevalence of co-occurring mental health and substance use disorders highlight the urgent need for investment in the system.
Combating the Crisis
CCC is cultivating the next generation of behavioral health leaders in Oregon through a comprehensive workforce strategy. This approach includes specialized recruitment, training and development, student financial support, career path navigation, and mentoring. By addressing the workforce shortage, CCC will serve more clients and create opportunities for individuals with lived experience to join and strengthen the workforce.

About the BHTA
The BHTA is a training program for current CCC employees, focusing on behavioral health career development. It provides the opportunity to obtain the following certifications:
Certified Alcohol and Drug Counselor (CADC 1)
A Certified Alcohol and Drug Counselor (CADC 1) supports individuals struggling with substance use disorders by providing personalized counseling and treatment plans. They help clients identify the underlying causes of addiction, develop healthy coping strategies, and work toward long-term recovery. CADCs also connect clients with resources and support networks to sustain their progress beyond treatment.
Qualified Mental Health Associate (QMHA 1)
A Qualified Mental Health Associate (QMHA 1) provides direct support to individuals experiencing mental health challenges, helping them achieve stability and improve their overall well-being. They work under the supervision of licensed professionals to implement treatment plans, teach coping skills, help remove barriers to treatment engagement, and assist clients in accessing community resources. QMHAs play a vital role in fostering recovery through compassionate, client-centered care.
Peer Support Specialist trainings and certifications; Certified Recovery Mentor (CRM) and Peer Wellness Specialist (PWS)
A Peer Support Specialist, such as a Certified Recovery Mentor (CRM) or Peer Wellness Specialist (PWS), uses their lived experience with recovery to provide guidance and support to others on their journey. They build trusting relationships, offer encouragement, and connect individuals with resources to help them achieve their recovery and wellness goals. By sharing their own stories, they inspire hope and demonstrate that lasting recovery is possible.
Comprehensive Support for Success
CCC is committed to supporting employees throughout their educational and career development journey, offering a range of resources and assistance to ensure their success. The following support is available to help employees navigate their growth:
- Career Development: Job opportunities, compensation forecasts, and guidance on educational pathways, prerequisites, and work-life balance.
- Financial Support: Tuition reimbursement, scholarship opportunities, fee coverage (applications, testing, CEUs), and financial assistance for books, supplies, and hardship needs.
- Supportive Services: Assistance with childcare, transportation, technology, and rent/utilities to ease participation in the program.
- Mentoring: Certified Behavioral Health professionals provide ongoing mentorship throughout the program and for 90 days after transitioning into a new role, offering support for education, work-life balance, and professional growth.
Operational Stability is Critical
CCC has secured start-up funding from CareOregon and several private donors to support the first two years of the BHTA, with additional start-up grants identified for FY26 and FY27.
While we are partnering with health care partners, in order to sustain and expand the BHTA an additional $1.1 million is required annually to support a new cohort of ten CADCs, ten QMHA-certified professionals, and twenty Peer Support Specialists.
In the meantime…
- We are investigating billable services through the Oregon Health Authority (OHA) for CADC learners as they transition to clinical hours.
- Efforts are underway to apply for state funding, given the statewide nature of the crisis.
- The CCC donor relations team is also working to build a pool of donors committed to providing larger endowed gifts for the program’s long-term sustainability.
