At CCC, employment is about more than just finding a job — it’s about helping people build stability, confidence, and a fresh start. That’s exactly what the Central City (CC) Staffing program does every day.
Through hands-on work experience, mentorship, and life skills support, the program helps people who are new to the workforce or returning after time away take meaningful steps toward long-term stability and success.
Building Pathways to Employment
CC Staffing is a 12-month employment program that gives people the opportunity to gain real work experience in a supportive environment. The program usually has around 100 paid trainees at a time, all working temporary positions throughout CCC buildings.
Through roles such as janitorial support, front desk coverage, Social Enterprise assistance, and other on-call positions, trainees help keep CCC spaces running smoothly while gaining valuable hands-on experience. The program creates a strong mutual benefit: CCC can maintain critical daily operations and responsive staffing support, while participants develop professional skills that can serve as a launch pad toward long-term employment.
CC Staffing Program Manager, Lisa Quinn, and her dedicated staff focus on meeting people where they are. Support goes beyond job training and includes life skills, encouragement, and personalized guidance based on each person’s needs.
More Than a Job Program
For many participants, CCC Staffing is the beginning of a new chapter. The program helps individuals build routines, gain financial stability, and reconnect with the workforce in a safe and supportive setting.
The work trainees also directly support CCC residents and clients. Staffing team members help keep our housing buildings clean, safe, and welcoming for Portland’s most vulnerable community members. By combining employment opportunities with compassion and support, the program creates pathways toward long-term stability and independence.

Looking Ahead
CC Staffing continues to grow opportunities for people working toward stability and self-sufficiency. The team remains focused on helping trainees build both job skills and life skills that support long-term success.
As the program moves forward, its goal stays the same: creating opportunities, building confidence, and helping people move toward a brighter future.
Create opportunity by supporting CCC’s employment services for people on the path to stability.
