The Starlight opened December 2022, combining deeply affordable housing with commercial space, located in the heart of Old Town Portland. The building offers a mix of studio and single room occupancy homes. Seventy Single Room Occupancy (SRO) units are restricted to extremely low-income households and have project-based Section 8 rent subsidy attached. The remaining 28 studios and 2 SRO units are rent restricted units with no rental subsidy attached, available to very low and extremely low-income households.

If a waitlist is open, first review the screening and eligibility requirements listed in the Tenant Selection Plan (for Project-Based Section 8 units) and Building Criteria (for Fair Market units).

Only submit a pre-application if you have checked and meet these requirements. If you do, use the materials below to apply for the unit type you’re interested in:

Please note: The Starlight has a preference for applicants who are referred to CCC through Coordinated Access. Applicants that would like to apply directly to The Starlight do not have a preference, and will be essentially considered backup should a referral not be forthcoming.
