The 16 x Burnside Recovery Center (16 x Burn) opened its doors in May 2025, offering a 74-bed residential treatment center dedicated to adults living with substance use disorder (SUD) and mental health conditions. Filling a critical gap in Portland’s recovery continuum, 16 x Burn supports people exiting Hooper who need extended residential treatment before transitioning to recovery-supportive housing, and those preparing for SUD intensive outpatient care.

This drug- and alcohol-free center offers trauma-informed, culturally responsive care that is tailored to the unique needs of each individual. By fostering a gender- and culturally inclusive environment combined with wraparound services, 16 x Burn creates a safe space where clients can heal, rebuild their lives, and gain the strength and stability needed to take the next step toward lasting recovery.

Program Information

Services

  • Behavioral health and medical services offered 7 days per week
  • Onsite primary care clinic and care coordination with local providers
  • Daily nutritious meals and snacks, with options to accommodate dietary needs
  • Peer mentor and case management services focused on skill building and community reintegration
  • Once ready, clients receive community re-integration services (e.g. housing and employment) to ensure ongoing post-treatment support

Operational Overview

  • Average length of stay: 3-4 months
  • Residents voluntarily consent to treatment, program rules/expectations, and restricted visitation hours
  • Drug- and alcohol-free environment with 24-hour staff presence, site monitoring, and recreational space for residents
  • Residential rooms (single and double occupancy), interview rooms, and community and group spaces, including a sensory room
  • Staff or approved recovery support members accompany clients when leaving the facility (supported transportation provided as needed)

Who We Serve

  • Adults who need 3.7 or 3.5 ASAM level of care
  • Adults who would benefit from medical stabilization to engage in SUD treatment
  • Adults who would benefit from psychiatric and mental health stabilization to engage in SUD treatment
  • Adults who have a desire for culturally inclusive and gender inclusive care

Preparing for Your Stay

We provide basic necessities such as meals, towels, and bedding. For those unable to bring personal items, we can also provide essentials like clothing, shoes, and hygiene supplies.

If you have food allergies or necessary dietary restrictions, we will accommodate them. If you have other food preferences, ask us and we will do our best.

If you have a question about whether an item is allowed, please ask a Client Access Specialist.

  • State-issued driver’s license/ID, and insurance verification (if applicable)
  • A 10–30-day supply of any prescription medications, including insulin, inhalers, or creams
    • Please ensure all prescription medications are current and in their original, labeled packaging
    • Expired medications and those without proper labeling will not be allowed
  • Your own clothing items, with the suggested quantity of 8 shirts, 8 bottoms, 8 pairs of underwear, 3 pairs of shoes, 10 pairs of socks, 3 hoodies, and 2 coats
  • Books and journals (optional)

Items that you are NOT allowed to access or are considered a safety risk while in the program and may be destroyed if brought in:

  • Pets
  • Blankets, towels, and pillows
  • Drugs, alcohol, or any alcohol-based products
    • If alcohol is listed as one of the top 3 ingredients, it will not be allowed
  • Drug paraphernalia of any sort
  • Clothing with alcohol/drug references or offensive language
  • Any type of knife or other weapon, including toys that are gun-like
  • Expired medications or those without proper labeling
    Cards, checks, and IDs not in your own name
  • Hair dye and curling or straightening irons
  • Perfume, body spray, candles and incense
  • Energy drinks or homemade food items (must be store bought only)

Items that you may be allowed to have RESTRICTED access to while in the program includes (but is not limited to):

  • Scented lotion and air fresheners
  • Razors, tweezers, or any other sharp items are prohibited until approved for use
  • Nail polish/nail polish remover
  • Tools of any kind
  • Matches, torch lighters, Zippos, etc. (regular disposable lighters are ok)
  • Aerosol products (e.g. items like hairspray can be kept in box in the treatment assistant office)
  • Bleach or bleach-based cleaning supplies (if necessary, bring a bleach alternative, however, we will provide cleaning supplies for you)

Referrals

Referrals will come from Hooper, the Multnomah County withdrawal management continuum, as well as culturally specific programs.

Insurance Information

We don’t turn anyone away for lack of insurance or inability to pay. We accept Oregon Health Plan, Medicare, self-pay and some private insurance. Need coverage? We can help you get set up.
