Guiding Our Work: The Core Values of CCC

At CCC, values are more than just words—they form the foundation of everything we do. They shape decisions, guide actions, and help navigate challenges with integrity and purpose. From the way we care for clients to how we collaborate as a team, these principles influence how we support one another, serve the community, and stay accountable to our mission. 

Safety, Collaboration, Learning, Equity, Sustainability, and Compassion were not chosen at random. These six core values emerged through a thoughtful, collaborative process with staff and community input. More than 500 employees contributed their thoughts, ensuring the values we uphold today reflect the heart of our work. 

More than guiding principles, these values embody the hope and resilience driving CCC forward. They remind us that challenges can be met with strength, progress is possible through collective effort, and lasting change happens when people come together with a shared purpose. By staying true to these commitments, we continue to grow, adapt, and serve with intention, ensuring CCC remains a source of stability and support for our community.

Safety

We value a culture of safety.

At CCC, we recognize safety means different things to different people, including emotional, physical, and psychological well-being. Safety is a shared responsibility among our staff, clients, and community, and we understand it is foundational to everything we do. From creating spaces where individuals feel secure to ensuring clear communication and mutual respect, we are committed to fostering an environment where everyone’s safety is prioritized. When we see something, we say something, helping to maintain a culture of safety at every level of our organization.

As part of our 2023-2026 Strategic Plan, one of the key objectives is to Strengthen and Sustain the Work to End Homelessness. To work toward this, in 2024 we focused on improving safety and security by implementing a strengthened risk management approach. We hired a new security contractor, added Behavioral Incident Response teams in our clinical settings, added Public Safety Liaisons, installed additional cameras throughout our portfolio, and strengthened our Safety and Security Team. Additionally, we launched the Tiered Safety Huddle System, a communication tool allowing teams to identify and escalate safety risks for rapid review and action. These efforts are part of our ongoing commitment to ensuring a safe, supportive environment for both our staff and the community we serve.

Collaboration

We are connected as one team.

Collaboration is central to how we work at CCC. By coming together across teams, programs, and with our clients, we remove barriers and open doors to recovery, opportunity, and independence. Collaboration also extends beyond our walls to include the vital community partnerships that help us amplify our impact. Without these partnerships, we couldn’t achieve the meaningful change we strive for. Collaboration means valuing each person’s strengths, actively listening, and communicating openly to achieve shared goals. It’s about building trust, sharing knowledge, and uniting in our mission to serve those in need. Through collaboration, we create opportunities for positive change and help our clients thrive.

The Employment Access Center (EAC) exemplifies collaboration. From front desk staff to employment specialists and managers, the team creates a welcoming environment and works together to support clients’ unique needs. One team member shared, “This group of people goes above and beyond for everyone who comes in looking for employment. On a regular basis, you see staff members tagging in other team members based on individual needs. They truly work together to help clients get back into employment.” Their work goes beyond just finding jobs—they offer specialized coaching, help with SNAP benefits, housing resources, and more. By working cohesively, the EAC builds confidence, self-worth, and independence for clients, transforming lives through collaboration.

Learning 

We value collective learning and individual growth. 

At CCC, we value collective learning and individual growth as essential drivers of progress. We learn by doing and we do better by learning. By actively seeking and embracing feedback from our clients, staff, and each other, we empower ourselves to continuously evolve and better serve our community. Our commitment to professional development is not just about improving as individuals, but about growing stronger as a team and an organization. As Dr. Andy Mendenhall, President and CEO, says, “Our work is difficult, challenging, and imperfect. We are accountable to always be learning and improving to better meet the needs of a transformed population.” This unwavering dedication to learning fuels our mission to create lasting, meaningful change.

The Behavioral Health Talent Academy (BHTA), launched in 2024, responds to Oregon’s critical shortage of behavioral health professionals by offering CCC employees the opportunity to pursue certifications like Certified Alcohol and Drug Counselor (CADC 1), Qualified Mental Health Associate (QMHA 1), and Peer Support Specialist (CRM & PWS). Through the BHTA, we’re cultivating the next generation of behavioral health leaders and creating pathways for individuals with lived experience to advance their careers and provide exceptional care. By investing in our workforce, we foster a culture of learning that strengthens our ability to serve the community.

Equity 

We are leaders in advancing equity in our community and workplace.

Equity is a guiding principle at CCC. We strive to create a more just and inclusive environment by promoting policies that reflect our commitment to fairness. A core part of this work is advancing health equity—removing barriers so that our staff, clients, and community have fair and just opportunities to be as healthy as possible. We value one another as equal members of society, recognizing that no one is more or less than another. Our commitment to equity is not a single initiative but an ongoing effort woven into every level of our organization.

CCC’s Mobile Health program is a powerful example of advancing health equity by serving people in more diverse settings. Launched in 2023 as part of our Strategic Plan’s objective to Meet People Where They Are, the program provides culturally responsive, trauma-informed care directly to those experiencing homelessness. Traditional brick-and-mortar clinics can be inaccessible for people on the move, so Mobile Health removes barriers by offering services like wound care, physical exams, screenings, vaccinations, and medications—all from two custom-built vans that hit the streets in early 2024. Focused on building trust and closing access gaps, the program ensures more people in our community can achieve better health.

Sustainability 

We deliver value to the people we serve and to the community.

Sustainability is integral to what we do for our community, and we are committed to climate action as part of that effort. At CCC, we manage our resources wisely, ensuring that the choices we make today will benefit our clients, our community, and each other for generations to come. Sustainability means making decisions that protect and enhance the well-being of the future, including reducing our environmental footprint. It’s about managing our people, finances, and resources responsibly, striving to provide quality services with lasting, positive impact. Above all, sustainability is about being ethical and accountable to the people we serve, our community, and one another.

A great example of this commitment is Meridian Gardens, our newest residential development designed with environmental sustainability in mind. Built to Earth Advantage Platinum standards, Meridian contains energy-efficient lighting, water-saving systems, and low-maintenance materials. The building reduces utility costs and waste while providing a healthy, comfortable space for recovery. As we look toward the future, projects like Meridian Gardens set a standard for what sustainable, supportive housing can be. By combining recovery-focused services with environmentally responsible design, we’re creating spaces that promote healing and stability while protecting our natural resources. Meridian Gardens shows that when we prioritize sustainability, we’re investing not only in the lives of our residents but also in a healthier future for our entire community.

Compassion

We are compassionate and caring.

At CCC, compassion is at the heart of everything we do. We treat each person with dignity and respect, recognizing the inherent value of every individual. Our approach to care is rooted in empathy—meeting people where they are and supporting them on their unique journeys. We believe in offering a deeply compassionate approach to withdrawal management, focusing on the individual’s needs and circumstances. Just as we care for those we serve, we also prioritize caring for one another and ourselves, fostering a community built on understanding, kindness, and mutual support.

At Hooper Detoxification Stabilization Center, we take a compassionate approach to withdrawal management, offering a safe and inclusive environment for people in the early stages of recovery from alcohol, opioids, and other substances. Named after David P. Hooper, a man who struggled with alcohol use and faced the harsh realities of addiction in a time when it was seen as a crime, our center stands as a reminder that there’s a better way to care for those affected by substance use. Serving over 2,300 annually, many of our staff are in recovery themselves, providing hope and understanding to those navigating withdrawal. Our compassionate care is the first step toward a brighter, healthier future for all who walk through our doors.
