Meridian Gardens is a 85-unit building with a mixture of Single Room Occupancy (SRO) and Studio units. Sixty-five (65) units are permanent supportive housing for households with income below 30% of Area Median Income (AMI) and in recovery from substance use disorders. These units have project-based Section 8 rental subsidy attached. The remaining 20 fair market units are deeply affordable for households with incomes at or below 50% AMI. All residents will benefit from the community’s recovery focused programming. Long-term operating subsidies will be provided by Multnomah County’s Joint Office of Homeless Services to support ongoing services including case management, employment support, addiction treatment and recovery-focused programming.

Alcohol- and Drug-Free Community (ADFC) requirements apply at Meridian Gardens. All applicants must submit an ADFC verification form no later than the time of move-in. This form must be completed by a recovery program and confirm that the applicant is actively participating in the program and has maintained at least 30 days of sobriety. In addition, all applicants must pass a urinalysis during their intake appointment to be accepted at Meridian Gardens.

How to Apply

If a waitlist is open, first review the screening and eligibility requirements in the Tenant Selection Plan (Section 8) and Building Criteria (Fair Market). Then, submit a pre-application using the following materials for the unit type you are interested in:

First, review the Tenant Selection Plan.

If you’re interested in ADFC rent-subsidized units at Meridian Gardens, submit your completed and signed pre-application materials. This includes:

  • Section 8 Pre-Application (completed by applicant)
  • PSH Eligibility Screening (completed by an agency that can attest to the information in the document)
  • Section 8 Referral Preference (coming soon)
    • This is not required; however, applicants who submit this completed and signed form from a program listed on the Partner Agency List will receive preference on the waitlist.
    • Applicants without this referral will not have a preference on the waitlist.
  • All documents  be submitted together in order to be placed on the waitlist. No exceptions.

If you’re interested in rent restricted units without subsidy at Meridian Gardens, submit your completed and signed Fair Market Pre-Application in one of the following ways:

Note: There is no security deposit for Fair Market units at Meridian Gardens. CCC will, however, charge a screening fee to complete a criminal background and rental history check.

Eligibility and Screening

Units at Meridian Gardens are income and rent restricted based on a percentage of Area Median Income (%AMI) for Multnomah County. Households must earn annual income below the corresponding 30% or 50%MFI to be eligible for the unit.
