The Estate Hotel is a six-story, alcohol- and drug-free community located in Portland’s Old Town neighborhood. It houses several CCC programs and offers a mix of fair market-rate single-room occupancy and studio units, as well as program-based single-room occupancy units. The fair market units are rent-restricted but do not receive rent subsidies.

The Estate Hotel’s alcohol- and drug-free community (ADFC) requires residents to provide verification of at least 90 days of recovery/sobriety before moving in.

  • Rent for an SRO unit is $460.00 and income limit are at HERA 40%.
  • Rent for a Studio unit is $621.00 and income limit are at HERA 50%.

The waiting list will remain open until further notice. You may apply in person at 523 NW Everett St, Portland OR 97209 or through estateapply@ccconcern.org.

Eligibility and Screening

  • A security deposit is not required at the Estate Hotel.
  • The building is an alcohol- and drug-free community. 
  • For more information on screening requirements, refer to the Estate Hotel Building Criteria.

Units at the Estate Hotel are income and rent restricted based on a percentage of Median Family Income (%MFI) for Multnomah County. Households must earn annual income below the corresponding %MFI to be eligible for the unit. Click here for information to help you determine the maximum income limit.
