The Westwind Apartments Breaks Ground!

Update as of 1/26/22: We’re excited to announce a new name for this beautiful new downtown treasure. The name “Starlight” celebrates the many journeys CCC clients and residents are on: those of recovery, harm reduction, health and healing. Starlight celebrates and honors those journeys, as well as Portland’s unique place in our varied and special transportation landscape.

On June 28, the hottest day in Portland’s recorded history, Central City Concern officially broke ground on a new project: The Westwind Apartments! 

The Westwind moves CCC forward in our mission of serving the most vulnerable in our community. Located in the heart of Old Town Portland at the corner of NW 6th and Flanders, The Westwind Apartments will be home to 100 new units, 70 of which will provide permanent supportive housing for individuals experiencing chronic homelessness. The remaining units will be for community members with limited incomes. 

CCC is partnering with the Native American Rehabilitation Association (NARA) and CCC’s Centro Imani to offer culturally specific programming for Native and African American individuals at The Westwind. Compared to other racial and ethnic groups in the United States and Oregon, American Indians and Alaska Natives experience some of the highest rates of chronic homelessness. Other members of the BIPOC community are not much further behind in terms of experiencing disproportionately high rates of chronic homelessness. 

An Investment in Portland, by Portlanders

The people of Portland have made a significant investment in The Westwind. 

In November 2016, Portland voters passed the city’s first-ever housing bond, dedicating $258.4 million to create 1,300 permanently affordable homes.  

“CCC is proud to be a part of our city’s innovative and exciting solution in the Westwind Apartments.” says Mary-Rain O’Meara, Director of Real-Estate Development. “We’re excited to breathe new life into the heart of Old Town and welcome new residential and commercial neighbors as the city recovers from the COVID-19 pandemic.” 

The Westwind Apartments is moving Portland forward and making progress toward meeting the diverse housing needs of our community.
